... 1. Authority for the Conservation Commission for the Town of Haverhill. The March 10, 1970 Town Meeting of the Town of Haverhill, pursuant to RSA 36-A:1 established a Conservation Commission. The Commission has advisory and review authority as established in RSA 36-A: 2, RSA 36-A: 4 and RSA 36-A: 5 for the protection of watershed resources of Haverhill and shall * Conduct research into its local land and water areas and shall seek to coordinate the activities of unofficial bodies organized for similar purposes * May advertise, prepare, print and distribute books, maps, charts, plans and pamphlets, which in its judgment it deems necessary for its work * Keep an index of all open space and natural, aesthetic or ecological areas within the Town, with the plan of obtaining information pertinent to proper utilization of such areas, including lands owned by the state or lands owned by the Town * Keep an index of marshlands, swamps and all other wet lands and may recommend to the Selectboard a program for the protection, development or better utilization of all such areas * May appoint such clerks and other employees or subcommittees as it may from time to time require * Assist the Planning Board, as requested, in the development and review of those sections of the master plan, which address natural resources * Advise, upon request local agencies and other local boards on matters affecting or potentially affecting natural resources * Coordinate activities with appropriate organizations and nonprofit groups * Publicize its activities * Receive gifts of money and property, both real and personal, in the name of the Town, subject to the approval of the Selectboard, such gifts to be managed and controlled by the Commission for its proper purposes. Appropriations are authorized pursuant to RSA 36-A: 5. * The Town may appropriate money as deemed necessary. The whole or any part of money so appropriated may be placed in a Conservation Fund and allowed to accumulate from year to year. The Conservation Commission without further approval of the Town Meeting may expend money from said fund. * The Town Treasurer, pursuant to RSA 41:29, shall have custody of moneys in the Conservation Fund and shall pay out the same only upon order of the Conservation Commission. The disbursement of these funds shall be authorized by a majority of the Conservation Commission. Prior to the use of such funds for the purchase of any interest in real property, the Conservation Commission shall hold a public hearing with notice in accordance with RSA 675:7. *Hold meetings and hearings necessary to carry out its duties. 2. Appointments-RSA 36-A:3 The Selectboard shall appoint up to 7 members of the Conservation Commission for a term of three years with staggered term expiration dates. They shall also appoint up to 3 alternate members whose terms shall also be staggered. During the absence of a member an alternate member shall be asked to serve in his/her place. Members may only be removed by action of the Selectboard on the advice of the Conservation Commission Chair, after a vote by the Commission. 3. Selection of Officers * A Chair, Vice-Chair/Treasurer and Secretary shall be selected from the members of the Commission by a majority vote of the Commission. The term of office shall be for 2 years. Officers shall be elected biannually at the January meeting of the Commission. Each member may hold an office for two consecutive terms. They may be re-elected after at least a 1-year hiatus. * All Commission matters will be resolved by a majority vote of the members eligible to vote. 4. Responsibility of Officers: * The Chair shall prepare the agenda and preside at Commission meetings. The Chair shall also provide a summary report for the Town Annual Report. * The Vice-Chair shall assume the duties of the Chair in the Chairs absence. The Vice-Chair shall also act as Treasurer of the Commission. * The Secretary shall keep accurate minutes of Commission meetings and actions, and shall provide a copy of the minutes to the Town Managers office for distribution to members prior to the next meeting. The Secretary shall prepare letters and correspondence concerning commission matters, as needed. The Secretary shall see that the approved minutes appear on the Town web-site. 5. Meetings * The Conservation Commission shall meet on a monthly basis, the date being determined annually at the January meeting. Special meetings may be called in an emergency or when other circumstances dictate the necessity of a special meeting. * All meetings shall be open to the public and shall be subject to the requirements of RSA 91-A, the Right to Know law. * A meeting shall not be called to order unless a majority of members are present who are eligible to vote. (Quorum) * Any Commission business requiring a vote shall be moved by one Commissioner and seconded by another Commissioner. * Written notes shall record the minutes of the Commission meetings. They shall be reviewed and approved at the subsequent meeting. These approved minutes shall be filed in the Town Offices. * The approved minutes of the Conservation Commission shall also be posted on the Town web site. 6. Voting * A majority vote is deemed to mean more than 50% of voting members at a meeting. 7. Changes to these Rules of Procedure * Any changes to these Rules of Procedure must be voted on according to the aforementioned meeting rules not otherwise controlled by any RSA. * The vote shall be warned to the members of the Commission to ensure full knowledge and participation.
